The ZSW is part of a consortium which assists the German government with the implementation, evaluation and ongoing development of the auctioning system for renewable sources of energy, thereby providing substantial support for the progression of subsidies for renewables in Germany. The contributions and scientific recommendations made by the consortium formed an essential basis for the German government in the legislative process for the German Renewable Energy Sources Act (EEG 2017). The evaluation in 2019 included a detailed review of the auctions carried out until then, with proposals for the way ahead springing from the experience already gathered.
The System Analysis department at the ZSW was involved in the previous project in which the auction strategy for ground-mounted photovoltaic installations was formulated and the German government received legal and technical support with the preparation of the Ground-mounted PV Auction Ordinance (Freiflächenausschreibungsverordnung - FFAV).
